Sukhothai Thammathirat Open University’s 20-Year Development Plan (2018-2037): Adapting to a Changing World
In response to the rapidly evolving global and domestic landscapes, the Thai government has introduced a 20-year national strategy (2561-2580) and the 12th National Economic and Social Development Plan (2560-2564). These strategic frameworks aim to steer Thailand towards a sustainable future.
To align with these national goals and address the evolving needs of 21st-century learners, the Ministry of Higher Education, Science, Research, and Innovation has mandated that all higher education institutions review and revise their strategies. Sukhothai Thammathirat Open University (STOU) has responded by developing a comprehensive 20-year development plan (2018-2037).
This new plan positions STOU as a dynamic institution that:
- Embraces lifelong learning: Offers flexible and accessible learning opportunities to cater to diverse learners and skill demands.
- Fosters innovation: Prioritizes research and innovation to drive educational advancements and address societal challenges.

- Enhances institutional capacity: Strengthens governance, human resources, and infrastructure to support a digital university.
- Upholds sustainability: Adopts environmentally friendly practices and integrates the philosophy of sufficiency economy.
By focusing on these key areas, STOU aims to become a leading institution in distance education, contributing to Thailand’s sustainable development and empowering individuals to thrive in the 21st century.
